Environmental Permitting The Louis Berger Group (Berger) is a national leader in the preparation of environmental permit applications for complex projects. Our experience has been applied to projects associated with wetland and water resources, protected species, coastal zones, air quality and soils erosion and sediment control. As part of a complete permit application procedure, Berger is experienced in preparing any required mitigation plans and specifications, NEPA documentation, alternatives analyses, technical reports and conducting regulatory agency consultations in accordance with applicable environmental laws, policies, regulations and directives at the federal and state level. Berger is actively engaged in many projects regulated under the Clean Water Act as well as the Safe Drinking Water Act. We have extensive experience in waters of the U.S. determinations and mapping including the identification and delineation of wetland systems pursuant to Corps of Engineers implementing regulations. Once delineated Berger has successfully submitted the resultant determination to the Corps of Engineers and received Jurisdictional concurrence. Our experience in project permit application development encompasses purpose and need evaluations, alternatives analyses and impact minimization and reduction modifications to ensure that the proposed project meets regulatory approval requirements. Berger's experience with compliance activities associated with wastewater discharge employs our engineering and environmental science skills. Berger has prepared NPDES permits and provided the review of engineering design, operation, and maintenance of sewage treatment facilities to assess wastewater treatment plant's capabilities to adequately treat the waste stream to meet the requirements of NPDES permit limitations. Berger staff has conducted numerous threatened and endangered species investigations across the country, at military installations, civilian installations, and other federal properties. Berger biologists conduct intensive surveys to assess distribution and relative abundance of the special status species in an area. These surveys have been conducted in terrestrial and aquatic environments and result in the preparation of a Biological Assessment. Berger biological assessments have been successfully submitted to the U.S. Fish and Wildlife Service to assist in the development of a Biological Opinion pursuant to Section 7 of the Endangered Species Act. For air quality attainment studies under the Clean Air Act, The Louis Berger Group has worked on stationary and mobile source projects. Berger has conducted mobile source modeling activities; constructed emission inventories; and instituted air quality analysis for stationary and mobile sources.
