Operations Planning & Management

Building on our traditional base of planning and engineering, The Louis Berger Group (Berger) has expanded its role into that of a comprehensive consulting firm, providing services that support our clients= needs to become more competitive and efficient. Our planners, engineers, operations analysts, economists, and management and institutional analysts work closely together, sharing their collective knowledge and expertise to provide integrated business solutions for our clients.

Berger analysts look inward to assess operational obstacles that constrain the organization=s efforts to achieve its mission and related objectives. Operational assessments are an important component of the majority of our projects. Berger has developed a variety of tools to test the efficacy of alternative operating and administrative schemes, ranging from the formulation of benchmarks and performance standards and relative performance comparisons to the development of computerized simulations that enable our planners to optimize operational solutions with existing and proposed facilities. Berger analysts also look at the "managing" dimension, with particular focus on optimizing "overhead" functions and resources necessary to support the operational ones. External factors such as institutional and regulatory obstacles that constrain the organization's ability to reach acceptable performance are also identified and remedies designed accordingly. Our capabilities include:

  • institutional and regulatory analysis;
  • organizational analysis and diagnosis;
  • formulation of performance indicators and comparative analyses;
  • development and application of operations simulations techniques;
  • design of cost effective solutions.

Other elements typical of our master plans include cargo and fleet projections, facilities assessment, conceptual designs and cost estimating, economic/financial feasibility, and phased investment plans. Many of these have been followed by detailed design.
