Santiago Airport, Chile
In December 1997, the Chilean Ministry of Public Works awarded a concession to SCL Terminal Aereo Santiago S.A. (SCL) to operate all of the landside area of the Santiago Airport, including the passenger terminals and associated facilities, for a 15 year period. The Concession requires SCL to undertake a project of airport expansion and renovation, to be performed in two phases: Phase 1 scheduled to be completed by December 1999; and Phase 2, scheduled to be completed by July 2001. SCL is carrying out the Renovation under a turnkey construction contract with Dragados FCC Internacional de Construccion S.A. for the engineering, procurement, and construction on a fixed-price basis. The Renovation project is partially financed through an international bond offering of US$213 million. The closing date for the sale of these 6.95% senior secured bonds due 2012 was December 22, 1998. Prior to closing, The Louis Berger Group (Berger) was appointed as Independent Engineer (IE) to review and render its opinion on the Renovation, the EPC Contract, and the construction schedule to purchasers of the bonds. After the closing of the transaction Berger, in its role as Independent Engineer, is also monitoring the project progress and provide monthly status reports to the bond trustees. The project was financed by Salomon Smith Barney and ABN Amro Bank, and the continuing role is financed by SCL Terminal Aereo Santiago, S.A. |
