FERC's Office of Hydropower Licensing (OHL)

The Louis Berger Group (Berger) is assisting FERC's Office of Hydropower Licensing (OHL) to regulate non-federal hydropower development. The OHL's Division of Licensing and Compliance is expecting more than 65 applications for new licenses by December 31, 2000, and has retained Berger to facilitate licensing/relicensing. Under this challenging and complex program, Berger's expertise in a number of areas including water quality, fisheries, temperature modeling, habitat evaluation, cultural resources, recreation/land use planning, Geographic Information Systems and instream flow assessments is being utilized.

One of Berger's primary responsibilities is evaluating the potential environmental impacts of, and recommending mitigation and enhancement measures, where necessary, for proposed hydropower projects. Berger also prepares single or multiple project environmental impact statements (EIS) or environmental assessment (EA) documents for hydro relicensing and EIS documentation for original license applications for proposed conventional and pumped storage projects.

In addition, The Louis Berger Group is responsible for evaluating a number of issues associated with hydroelectric facilities including safety, flood passage and the demand for new power projects. The Berger Team examines proposed alternatives to hydro facilities and, in some cases, assesses the merits of dam breaching or dam removal. Additional Berger responsibilities include determination of headwater benefits, environmental compliance reports, preparing testimony for public hearings and the drafting of license orders.
