Nationwide Environmental Services Indefinite Quantity Contract with the Air Force Center for Environmental Excellence

image1The Louis Berger Group, Inc. (Berger) provided comprehensive hazardous, toxic and radiological waste services at Air Force Bases throughout the nation under a nationwide IQC with the Air Force Center for Environmental Excellence.

Assignments included the execution of preliminary assessments, field investigations including analytical testing and geophysical/geotechnical investigations, ecological surveys, landfill studies and unexploded ordinance screening, human health and ecological risk assessments,  IRPIMS database management and GIS support, Restoration Advisory Board (RAB) coordination, public presentations and command briefings, pollution prevention planning and bench and pilot scale treatability studies. Work also included the preparation of Contaminated Site Inventories, Sampling & Analysis Plans, Health & Safety Plans, Environmental Assessments, Site Characterization Summaries/RIs, Focused Feasibility Studies, Long-Term Monitoring Plans, Closure/No Further Response Action Planned (NFRAP) Documentation, Remedial Designs, cost estimates (using MCACES and RACER software), construction specifications (using USACE SPECTSINTACT software) and oversight for fast-track remedial action. 

Specific bases where Berger provided support to AFCEE include McGuire Air Force Base, Westover Air Reserve Base, Loring Air Force Base, F.E. Warren Air Force Base and Malmstrom Air Force Base. 

The emphasis for the environmental work was on integrating investigations and other studies with the assessment and eventual implementation of promising and innovative technologies to provide accelerated cleanup progress and/or to take advantage of natural processes and in-place controls rather than removal/treatment remedies.  Wherever site conditions warrant, Berger also helped to reduce requirements for implementing active remediation by preparing NFRAP (No Further Response Action Planned) documentation and Long Term Monitoring Plans and by playing a key role in negotiations with regulatory agencies.

Berger was also responsible for the development, procurement and direct management of construction work at several bases.  Construction work included groundwater remediation systems, conventional soil excavation and disposal programs, facility decontamination and decommissioning, fueling facilities and water/wastewater system improvements.

Representative site types include several landfills, operations and maintenance facilities, aircraft apron and hydrant fueling leaks, bulk fuel storage areas, waste storage facilities, water supply systems, wastewater treatment facilities, underground and above ground fuel storage tanks (UST/AST) and pipelines, culverts, surface water bodies, fire training areas and missile storage sites.  Representative contamination types include petroleum products, chlorinated organics/solvents, heavy metals and other inorganics (including mercury), pesticides and herbicides, PCBs, lead, asbestos and radioactive materials.
