Remedial Investigation / Remedial Action Selection (RI/RAS) and Remedial Design Statewide Term Contracts, New Jersey Department of Environmental Protection

Remedial Investigation/Remedial Action Selection (RI/RAS) Services Statewide Term Contract

image1Since 1998, Berger has been selected for three consecutive statewide term contracts as the New Jersey Department of Environmental Protection’s (NJDEP) prime contractor to provide Remedial Investigation and Remedial Action Selection (RI/RAS) services for multiple sites within the NJDEP's publicly funded site remediation program.  Work is performed under indefinite quantity contracts that require rapid mobilization and local resources sufficient to handle multiple concurrent and complex projects. All work is performed subject to state environmental regulations, especially NJDEP's Technical Requirements for Site Remediation. To date, Berger has been engaged to provide services on over 50 separate projects to address contamination and owner non-compliance. Work includes facility audits/assessments, development of Remedial Investigation workplans (including detailed health and safety plans), subsurface and facilities fieldwork and investigations, preparation of remediation plans, costs and specifications, and providing construction support services. The various remedial investigation and action evaluation and selection issues being addressed on multiple current assignments include, but are not limited to:  USTs/ASTs, PCBs, water quality, air quality, soil characterization, health/safety, hazardous materials, community relations, permits and compliance, and litigation support.

Many of the more technically complex and challenging remediation projects under these contracts which Berger has investigated, evaluated and provided NJDEP with confident conclusions, comprehensive results reporting, and subsequent recommendations for ultimate remedial solutions are listed as follows:

  • Liberty State Park, Jersey City, NJ
  • Ringwood Mines Site, Ringwood, NJ
  • Kiddie Kollege, Franklinville, NJ
  • Marlboro State Psychiatric Hospital Complex, Marlboro, NJ
  • Cape May Green Acres Site, Cape May, NJ
  • Cleaveland Industrial Center, Washington Twp/Morris Co., NJ
  • Paperboard Specialties Industrial Site, Paterson, NJ
  • Schaffernoth's Nursery, Ringoes, NJ
  • Supreme Petroleum Site, Chesilhurst, NJ
  • Matteo Iron & Metal Site, West Deptford, NJ
  • Trenton Fibre Drum Site, Lawrence Twp., NJ
  • Gagliardi Demolition Site, Vineland., NJ
  • Hudson County Chromate Orphan Sites, Hudson Co., NJ
  • MSLA 1-D Landfill Site, Kearny, NJ

Remedial Design (RD) Services Statewide Term Contract

image2Since 2003, Berger has been selected for two consecutive contracts as the New Jersey Department of Environmental Protection’s (NJDEP) primary contractor to provide Remedial Design Services for multiple sites throughout the State.  As with other Berger contracts with NJDEP, work is performed under the terms of an ongoing indefinite quantity contract that demands the experienced personnel and resources sufficient to handle multiple concurrent and complex projects of all sizes. Berger has been engaged to provide services at multiple hazardous waste and environmentally compromised sites to further investigate and develop comprehensive engineering plans designed to safely and effectively remediate known site contamination, protect potential human and environmental receptors and address past non-compliance issues. These design documents include plans, specifications, design reports and Engineer’s Estimates based on extensive file reviews and preliminary recommendations, development of pre-design investigation workplans (including detailed health and safety plans), environmental, geologic and focused engineering field investigations and site condition analyses.

These commercial and industrial sites typically have environmental issues associated with soil, groundwater, surface water and sediment contamination due to past and current spills and manufacturing processes. Berger has helped the State to develop innovative and cost effective solutions to address these environmental problems.

The ongoing remedial design projects are listed as follows on these commercial and industrial sites:

  • Passaic River Source Control Dredging Project, Newark, NJ
  • Ellis Property Superfund Site, Evesham Township, NJ
  • Syncon Resins Superfund Site, Kearny, NJ
  • Boro Auto Wreckers – Expedited Remediation, South Plainfield, NJ
  • Grant/Stor/LaPlace Site, Elmwood Park, NJ
  • Electronic Parts Specialty Company (EPSCO) Site, Lumberton, NJ
  • Arthur Gundacker Site, Monroe Twp., NJ
  • Hudson County Orphan Chromate Sites
  • Multiple Ecological Restoration Sites

Typical environmental contamination/consulting issues encountered at these sites include:
Soil and groundwater contamination due to spills and releases from manufacturing processes
Contaminated wetlands and sediments
Dealing with contaminant exposure pathways via surface water and groundwater
Potential indoor air quality issues due to soil vapor intrusion
Numerous permitting and regulatory compliance issues

Typical work includes:

  • Development of Comprehensive/Detailed Remedial Action Designs and Workplans
  • Extensive File Reviews and Preliminary Recommendations
  • Development of Pre-Design Investigation Workplans (including detailed HASPs)
  • Environmental, Geologic and Focused Engineering Field Investigations and Site Condition Analyses
  • Propose measures to protect human and environmental receptors
  • Address past non-compliance issues and provide public relations support
  • Developing Remediation Costs and Technical Specifications
  • Remediation, Remediation Oversight, Post-Remediation Support
