Fifteen Mile Falls Hydroelectric Project Applicant Prepared Environmental Assessment and Re-licensing Studies
Connecticut River, Vermont and New Hampshire

Fifteen Mile Falls The Fifteen Mile Falls (FMF) Hydroelectric Project consists of three hydroelectric developments along the Connecticut River on the border between northern New Hampshire and Vermont. The reservoirs associated with the three developments include the 3,490-acre Moore Reservoir, the 1,093-acre Comerford Reservoir, and the 543-acre McIndoes Falls Reservoir. The FMF Project has a combined capacity of 369 megawatts. Louis Berger & Associates has prepared the Initial Consultation Document for New England Power Company (NEP), is currently preparing the Applicant Prepared Environmental Assessment (APEA), and has conducted numerous environmental studies to assess present and future operations of the FMF Project.

Ongoing or completed work by Berger for the re-licensing of the FMF Project includes the following data collection and report production:

  • A Shoreline Habitat Assessment Using a Global Positioning System to Accurately Map Bathymetry and Other Relevant Shoreline Features;
  • Recreation Management Plan and Recreation Resource Study (see additional project description);
  • A Wetlands Survey Using Aerial Photograph Interpretation and On-Site Cover Type and Function and Value Assessment of all Wetlands Abutting the Three Impoundments;
  • A Phase I Archaeological Survey of the Entire Project Area and a National Register Evaluation of Project Facilities
  • A Wildlife Habitat Assessment Focusing on Bald Eagles and Loons, Including a Coordinated Effort to Integrate Our Observations With Those of the Audubon Society of New Hampshire.

Berger is currently providing assistance developing an APEA and providing technical support in the APEA process for the re-licensing of the FMF Hydroelectric Project. Some of the tasks involved in preparing the APEA include coordination with NGO’s and resource agencies, and preparing license application materials and exhibits.
