Crescent and Vischer Ferry Hydroelectric Projects Economic Assessment License Amendment

As part of a nationwide contract with the Federal Energy Regulatory Commission (FERC), the Louis Berger Group, Inc. was retained to prepare an Economic Assessment for an amendment application filed by the New York Power Authority for their Crescent and Vischer Ferry hydroelectric projects, New York.

The licensee filed a proposal with FERC to change project operations at both facilities. Niagara Mohawk Power Company, owner of the downstream School Street Hydroelectric Project, was concerned that this change in operations would significantly affect generation and overall power values at its project.

The Task Assignment included the review of existing economic analyses for the proposed operational change and reconciliation of discrepancies in existing economic analyses. Berger determined whether additional information or modeling analysis was needed from either entity. As part of the task order Berger also created independent modeling of project operations at all facilities, financial analysis of the change in existing and future annual revenue and estimates of peak and off-peak rate increases. Berger developed the final report.
