Berger
provided engineering and environmental consulting services for this 250
MW, combined-cycle power plant. Tasks included: review of groundwater
data from contaminated sites in the immediate plant area; assessment of
river flows, potential reservoir capacity and groundwater sources for
plant water supplies; assessment of permitting issues for surface and
groundwater sources; identification of regional water users; assessment
of water use impacts on wetlands; review of tie-in options for wastewater
discharge; and state and local permit strategy development for water use
and discharge.
GIS-Aided Siting Assessments for New Power
Plan Projects

Berger
undertook power plant siting studies aided by
Geographic Information System (GIS) mapping. GIS data query capabilities
allowed the client to identify and rank potential power plant sites. In
reviewing over twenty sites, Berger incorporated databases on power lines,
natural gas pipelines, water supply availability, wetlands, industrial
activity, and land use. Satellite photography, USGS quad sheets, and utility
maps were also used in the analysis. In addition, Berger identified
air quality permitting issues and strategies. Berger assisted the client
in priority ranking the identified potential power plant sites by joining
them on the first round of site visits.
Power Plant Permitting Book
Carolina Power & Light Company
Berger prepared
an Environmental Permits Book for both peaking and combined-cycle plants
to assist the new power projects group in planning, permitting, and operating
new facilities. The Environmental Permits Book includes overviews of federal,
state, and local permit requirements and incorporates hypertext links
applications for the CD version of the book. The CD version also includes
WWW site links for guidance documents, regulations, and permit application
forms to allow quick updates of materials.
