Grays Harbor Lateral
Applicant Prepared Environmental Assessment

Northwest also intends to expand its gas facilities in Thurston and Grays Harbor Counties, WA. The proposed lateral would have a design capacity of 161,500 Dth/day, all of which would be delivered to provide electricity generation at Duke Energy Grays Harbor's (DEGH) proposed 650-rnegawatt Satsop Combustion Turbine (CT) Project. A portion of the plants output is already committed to Energy Northwest, and the balance will be delivered to the Bonneville Power Administration (BPA) grid to help satisfy current and projected power demand. The Satsop CT Project and proposed pipeline have undergone extensive regulatory review, including a 1995 Environmental Impact Statement (EIS) prepared for BPA and a Washington State Energy Facility Site Evaluation Council review, leading to site certification in 1996. The proposed facilities would consist of 49 miles of 20-inch-diameter pipeline and associated above ground facilities, including a tie-in to Northwest's existing 25-inch-diameter mainline and 30-inch-diameter loop pipelines; block valve assemblies; modifications to Northwest's existing Turnwater Compressor Station; and a new meter station at the end of the pipeline to service DEGH.
