On
March 1, 1998, the state of Massachusetts moved to a deregulated energy
market. In anticipation, the town of Needham began to explore its options
and selected the Berger Group to assist it. The Berger Team established
procedures for the solicitation and evaluation of bids from electric utilities,
power marketers and independent power producers; developed a Request for
Qualifications and Quotation (RFQQ) to provide wholesale electricity;
and identified interested power providers. The Team is currently evaluating
the bids to determine if a more economical power supply program is available
to replace the existing program, and whether value-added services can
be furnished to enhance the new power program and provide additional benefits
to the citizens and businesses of Needham. Berger experts are also reviewing
regional power buying initiatives, which involve an aggregation of towns,
to determine if they will provide a more competitive and comprehensive
power package.
