Feasibility/Pre-Development Evaluation Studies

Berger will provide expert pre-development evaluations on the potential for wind generating facilities anywhere in the United States and the world. Our evaluation process is two-stage, allowing developers an initial quality assessment of their project’s prospective outcome and success. The purpose of our Phase I Assessment is to identify and address any major issues in order to increase the likelihood of a successful project. If the project is deemed viable, Berger would then take the next step, using a more detailed Phase II Assessment of siting constraints and identified issues, effectively narrowing the range of siting considerations determined during Phase I. An example of topics addressed in our pre-development evaluation studies may include:

Engineering Design and Construction

Berger is a recognized leader in design engineering and has built a reputation for delivering outstanding quality. Our experience in renewable energy began in the late 1980s with a multi-year contract to review and assess renewable energy technologies for public and private use for USAID. This industry-government coordination continues today with Berger’s current contract with the National Renewable Energy Laboratory (NREL) for engineering and construction design, and Berger’s design assistance for the Offshore Thermal Energy Conversion (OTEC) demonstration plant in Hawaii. Our staff has the knowledge and skills required to take projects from inception to construction, and the commitment and dedication required to render designs of the highest quality that fully meet the requirements of the client, the public, and the surrounding environment.

Bird and Bat Site Assessments

 

Bird and bat assessments are often an important early step in the planning of projects including wind power projects, commercial “big-box” development, and high-rise buildings.  Indeed, for many project sites, (especially those in or near essential bird or bat habitat), assessing bird and bat distribution and abundance in the vicinity of the project can be among the most important environmental tasks associated with moving a project forward.  The good news is that when bird and bat environmental assessments (EA), are broken down into their component phases they can be performed in a very cost effective way. 

 

EAs typically have two phases.  Phase I is where all relevant existing information pertaining to the environmental aspects of the project are compiled and analyzed.  Phase II builds on this existing information and typically includes site-specific field studies of selected species, habitats, or resources of concern.  Phase II EAs are typically mandated by State and/or Federal regulatory agencies whereas Phase I EAs are often voluntarily carried out by the developer of a site in order to proactively anticipate community and/or regulatory agency concerns.

 

Berger is qualified to perform all aspects of both Phase I and II EAs for all projects whether they be large or small.  The initial bird and bat assessment (IBBA) described here focuses exclusively on Phase I assessments as pertains to birds and bats.  An IBBA is an inexpensive, initial compilation, analysis and summary of existing documents that relate to many environmental aspects of birds and bats at a project site.  IBBA represents a modest effort that includes a site visit and analysis of existing data pertaining to birds and bats at the project site.  These data include but are not necessarily limited to: breeding bird atlas data, bat and bat cave surveys, vegetation/habitat maps, rare, threatened or endangered species, and existing GIS maps of major land forms.

 

An IBBA report for a proposed project strives to identify significant environmental issues that relate to birds and bats.  Specifically, IBBA yields a written report and map graphics that describe potential key bird and bat issues at a proposed site.  IBBA also includes a discussion of significant concerns that are likely to be important in the process of acquiring State, Federal and local permits or conducting consultations as they relate to birds and bats.
