The 4th of February International Airport (LAD) in Luanda, Angola, is the country's largest airport. LAD annually serves nearly one million passengers and forecasts project that aviation travel in the region will only increase in the future. Under a USTDA-financed project, the Berger Group was retained by the Angola Ministry of Transport and the Civil Aviation Directorate to carry out a detailed feasibility study for the expansion of LAD, as well as to assess the need for a new airport.

The Team began by preparing a long-term forecast of passenger and cargo demand. Based on this initial study, Berger evaluated the airport's current condition and operations and identified future facility requirements to accommodate the projected demand, including terminal expansions, a longer runway and improved cargo handling facilities. The Team then formulated a master development plan, including an evaluation of the options for either upgrading facilities at the existing airport or constructing a new airport to serve the region. In the recommended development plan, capital costs, operating improvements and investment requirements were identified, and Berger experts formulated a financial plan for the airport that included the identification of potential public and private investments. Berger also conducted an assessment of the environmental concerns associated with the development plan, focusing on potential noise, air and other impacts.
