Program Management for the New Islamabad International Airport
Pakistan (population 165,803,560) is currently the sixth most populated country in the world. To provide the country's capital city, Islamabad, with a modern world class airport, the Civil Aviation Authority (CAA) of Pakistan has proposed the development of the $618.9 million New Islamabad International Airport (NIIA) on 3,200 acres of land, 30 kilometers from the existing airport in Chaklala. The master plan will be implemented over a 30-year span. In the initial phase, NIIA will be developed as a state-of-the-art facility, capable of handling 6.5 million passengers and 100,000 tons of cargo by 2010. It will include a new terminal building, runway/taxiway system, control tower, apron, cargo complex and ancillary facilities. The Berger Group was selected by CAA to update the existing master plan, review preliminary and final designs and provide program management services for the construction of the new greenfield airport.

To update the existing master plan, Berger established project parameters with CAA to define facility requirements in order to accommodate demand for the next 30 years. The Team conducted traffic and demand/capacity studies and assessed socioeconomic factors, such as population growth, tourism, trade and the overall development of the Pakistani economy. A regional market assessment of potential passenger and cargo demand was also carried out to identify and evaluate opportunities for generating additional patronage at NIIA. Berger also developed detailed schedules for implementing the master development plan.

Based on the updated master plan, the design consultants will prepare preliminary designs for the passenger terminal complex, airside runway/taxiway system, cargo facilities, ARFF area, ATCT, and security systems and facilities. Berger will then conduct a thorough examination of the designs, including alternate design concepts, value engineering, constructability, CAA and ICAO requirements and preliminary cost estimates. Following Berger's recommendations, the design consultants will then prepare detailed designs. Because NIIA is to be developed over 30 years, facility requirements for 2010, 2020 and 2030 have been identified, and the airport will be developed in phases based on the anticipated initial, medium- and long-term needs. The initial $389.6 million development will consist of a three-level, 88,400-meter? passenger terminal building; a single runway, 12,000 feet long and 200 feet wide; a full taxiway parallel to the runway; airfield lighting; domestic and international cargo aprons; a maintenance hangar; passenger and employee parking facilities; and an ATCT.

During construction, Berger will provide construction management services, monitoring the progress and quality of the work. In the event of any setbacks, such as a deviation from the approved budget plan, designs or schedule, the Team will organize problem-solving meetings with government officials, stakeholders, consultants and contractors to resolve the matters. Following the construction of the facility, Berger will review compliance with warrantees, supervise the commissioning and opening of the facility, and prepare a final closeout and project evaluation report for CAA. Construction for phase one of the project is anticipated to commence in early 2007, and the facility is scheduled to open in 2010.
