Enhancing Quality of Life

The Berger Group is pleased to welcome the RBA Group, Inc. into our family. Founded in 1968, RBA has developed into a leading U.S. consultancy, providing a wide range of engineering, architecture and planning services. Throughout its nearly 40 years of experience, RBA has maintained a steadfast commitment to quality of life improvement, including planning and designing a number of award-winning parks and bicycle/pedestrian trails.

Parks and Playgrounds

Roberto Clemente State Park is a 30-acre waterfront park located along the Harlem River in the Bronx, offering a variety of recreational and cultural activities. RBA was awarded a multi-year assignment for architectural landscape, marine engineering and ecological restoration services for the park, under a $20 million capital improvement program, by the New York State Office of Parks, Recreation and Historic Preservation (NYSOPRHP). The assignment includes improvements to playgrounds; picnic areas; athletic fields; the waterfront esplanade; aquatic complex; nature center; and recreation buildings.

The 17,953-acre Sterling Forest State Park is located in the Ramapo Mountains in Orange County, New York. The park, a remarkable woodland, is the watershed for millions and a spectacular outdoor recreation area, providing opportunities for hunting, fishing and hiking, as well as educational and entertainment presentations at the Frank R. Lautenberg Visitor Center. The NYSOPRHP/ Palisades Interstate Park Commission selected RBA to prepare a master plan for Sterling, including a comprehensive evaluation of environmental constraints, conceptual designs and an EIS that analyzed alternative park plans.

Battery Park is a 21-acre public park located at the southern tip of Manhattan. Together with nearby Hudson River Park, Battery Park provides an extensive network of green spaces, bikeways and promenades that extend up the Hudson shoreline. Retained by the Battery Conservancy, the RBA Group redesigned the entire perimeter of the park. The $15 million program included a new granite wall; a continuation of the Route 9A bikeway and native plant gardens; and a new "Heroes Walk" along the reconstructed perimeter sidewalks, created by restoring and relocating numerous existing historic monuments currently scattered throughout the park.

The RBA Group was retained by the New York City Department of Parks and Recreation (NYCDPR) to redesign an existing playground located in River Park on the banks of the Bronx River, directly opposite the Bronx Zoo. RBA's assignment included a master plan and redesign of the playground, a new elevated sitting/viewing area, refurbishment of the adjacent picnic area and reconstruction of stone retaining walls. Because the park lies adjacent to the world renowned Bronx Zoo, the playground design appropriately features a wildlife theme.

Located on a 250-acre site in the Bronx, the New York Botanical Garden houses one of the world's finest collections of plants, and operates as the region's leading educational center for gardening and horticulture, as well as an international center for plant research. The Garden commissioned the RBA Group to assist with the design of a new $26 million visitor center. RBA designed all site improvements, including paved bluestone walkways, stone retaining walls, fencing, seating areas, a granite fountain, and all site grading and drainage.

Liberty State Park, located along the Hudson River in Jersey City, New Jersey, offers spectacular views of the Manhattan skyline, the Statue of Liberty and Ellis Island. To commemorate the 100th anniversary of the Statue of Liberty, park officials planned an elaborate Fourth of July celebration, complete with fireworks, a tall ship parade and celebrity guest appearances. In anticipation of the thousands of visitors expected, RBA was commissioned to renovate the park, preparing plans for an improved entranceway and visitor's center; upgrading the marine walkway and recreational pier; and redesigning the railway terminal plaza.

The RBA Group assisted the Park Development Division of the Maryland-National Capital Park and Planning Commission on a facility plan for Greenbriar Park, a 25-acre underdeveloped park in Montgomery County, Maryland. Proposed facilities include a ball field; picnic area; volleyball courts; walkways; a loop path system with exercise stations; and a parking area. RBA will provide planning and design services for vehicular access; storm water management; and sediment control.

The RBA Group was commissioned by the State of Maryland Department of General Services to replace the existing 54-acre park at Sandy Point State Park's South Beach. The restoration and expansion project included the removal of existing facilities and the installation of a new concession building, comfort station and picnic shelters. RBA was also responsible for the design of a new parkway network, parking and a ball field. Because the park is restricted by wetland and critical bay area environmental regulations, RBA worked closely with the client to ensure that all regulations were met.

Bicycle/Pedestrian Trails

New Jersey Statewide Bicycle and Pedestrian Master Plan The RBA Group was the prime consultant for the development of New Jersey's first statewide Bicycle and Pedestrian Transportation Plan, as well as its 2004 update. The original plan included an inventory of existing and proposed bicycle and pedestrian facilities; a list of priority improvements; and recommendations for improving bicycle/pedestrian compatibility with existing roadways. The updated plan focused on bicycle/ pedestrian modeling.

North Hudson County Bicycle and Pedestrian Study Retained by the County of Hudson Office of Strategic Revitalization, RBA was responsible for analyzing data related to bicycle and pedestrian travel in five Northern Hudson County communities in New Jersey, identifying and prioritizing problem locations and preparing bicycle and/or pedestrian improvements for five key safety "hot spots." The study involved data collection and analysis; identifying community stakeholders; establishing a technical advisory committee; developing concepts and cost estimates for improving accessibility; and producing fact sheets on project updates.

High Point to Cape May Bicycle Route The RBA Group planned the northern half of a 238-mile bicycle route between High Point and Cape May, New Jersey. RBA established route evaluation criteria; worked with user groups, county and state agencies to screen candidate routes; identified existing intersecting trails and historic, cultural and recreational attractions to prioritize route selection; and recommended a proposed route and alternative alignment options. Following the final route selection, RBA developed detailed signage plans and a touring guide for bicyclists to use throughout the route.

East Coast Greenway Initiated by the New Jersey Department of Transportation (NJDOT) to assist the New Jersey Committee of the East Coast Greenway Alliance, this project consists of a study for a five-county, northern New Jersey extension of the East Coast Greenway, a 3,000-mile, traffic-free path linking East Coast cities from Maine to Florida. The RBA Group designated and mapped a proposed route based on criteria provided by the East Coast Greenway Alliance, as well as field research, a review of existing and proposed trail projects, stakeholder meetings and public outreach. Key selection elements included ensuring the greenway will be off-road as much as possible, with on-road connections appropriate for bicyclists and pedestrians; traverse existing and proposed trails; and provide access to city centers and link with key transportation nodes.

Manhattan Waterfront Greenway In his 2002 State of the City Address, New York City Mayor Michael Bloomberg pledged to complete a greenway around Manhattan. The RBA Group was selected to design this ambitious 30-mile project linking existing bikeways, waterfront parks and city streets in a continuous bike/ pedestrian route. RBA collaborated with NYCDPR and the New York City Department of Transportation to finalize the route and recommend paved paths, seating areas, plantings and innovative signage. The $2.4 million project was successfully designed and built in a 90-day timeframe.

Bronx River Greenway The New York State Department of Transportation (NYSDOT) commissioned the RBA Group to design a new $46 million park spanning both sides of a 1.5-mile-long segment of the Bronx River. The new park features a continuous bicycle/ pedestrian path, a ball field, a playground and nature trails. The unifying element in this bold, new design is the continuous 16-foot-wide, multi-use path that winds its way along both sides of the river and is connected by three new bicycle/ pedestrian bridges.

Fort Tryon/Inwood Hill Park The RBA Group was selected by NYCDPR to prepare schematic designs and contract documents for the reconstruction of park paths and drainage in historic Inwood Hill and Fort Tryon Parks in northern Manhattan. Because both parks are New York City landmarks, environmental and historic sensitivity were key to the successful reconstruction effort. New granite block-lined drainage swales were designed and connected to headwalls and outfalls along the reconstructed asphalt pathways beside steep heavily wooded hillsides overlooking the scenic Hudson River. Planting plans took erosion control into consideration and made liberal use of flora native to the region.

Route 9A Bikeway The RBA Group was commissioned by NYSDOT to redesign 10 intersections along the Route 9A Bikeway adjacent to Hudson River Park, where vehicles cross the bikeways to access waterfront sites. The improvements will feature bicycle traffic signals and raised intersections to better define bicycle, pedestrian and vehicular travel space.

Bicycle/Pedestrian Bridge over The Hutchinson River Parkway The RBA Group was also selected by NYSDOT to prepare preliminary designs for the construction of a new bicycle and pedestrian bridge over the Hutchinson River Parkway in the Bronx, New York. The proposed bridge will connect Co-Op City to the Bay Plaza Mall and a future Hutchinson River Parkway greenway. RBA identified the optimal location and developed design alternatives for the multi-use bridge.

Long Island Non-Motorized Transportation Study RBA was commissioned by NYSDOT and the New York Metropolitan Transportation Council to prepare a master plan for non-motorized travel in Nassau and Suffolk Counties. The project will identify existing and potential bicycle and pedestrian facilities and recommend priority corridors and routes. Extensive county, township, advocacy group and other interested party involvement will ensure a broad consensus to developing a safe and efficient bicycle and pedestrian network for Long Island's 7.6 million people. The project will also improve connectivity with adjacent New York City and Connecticut networks.

Huntington Harbor Walkway Master Plan The town of Huntington, on Long Island's north shore, retained the RBA Group to plan a public walkway along its historic harbor waterfront. RBA analyzed the waterfront, investigating and cataloging property ownership, utilities and infrastructure and environmental constraints, in order to prepare a visionary document, featuring numerous site-specific design concepts. The proposed plan includes a continuous paved waterfront esplanade that widens to create small plazas. Each space is carefully designed to maximize the exciting views of the harbor.

Rockville Millennium Trail RBA provided design and permitting services for Rockville, Maryland's 10.6-mile Millennium Trail. The multi-use trail connects residential communities with commercial and industrial districts. RBA provided route planning; detailed traffic analyses for major intersections to ensure safety; assisted with the grant applications and a public outreach effort; and worked extensively with city and state highway personnel to prepare construction documents. During construction, RBA staff worked closely with the city and the contractor to successfully implement the construction and ensure completion of the project on time and on budget.

B&A Trail The RBA Group provided design services for nearly five miles of the B&A Trail, a well-known recreational park in Anne Arundel County, Maryland. RBA's designs included two pedestrian bridges, one of which is a two-span, 375-foot steel box girder structure passing over Maryland Route 100. The RBA team also ensured that the park's unique environment was preserved through the use of indigenous plant materials and low maintenance, natural landscape elements.

Delaware River Heritage Trail RBA served as consultant to the Delaware Valley Regional Planning Commission providing preliminary engineering services for the Delaware River Heritage Trail, a proposed 25-mile, multi-use, recreational route, traversing 17 communities along the Delaware River in New Jersey's Burlington and Mercer Counties. RBA's responsibilities included refining the original concept plan; preparing environmental clearance documents; cultural resource investigations; preliminary designs; public outreach; construction estimates; and a safety, security and operations maintenance and management program.
